Jeff began his role in June 2025, following his appointment earlier that spring. He previously served as Deputy City Manager in Taylor, Texas, where he played a key role in securing the Samsung chip plant and redeveloping major community spaces like Heritage Square and Pierce Skate Park.
Under his leadership, Taylor earned its highest-ever bond rating in 2024. His resume also includes senior positions in Broken Arrow, Oklahoma, as well as Lucas, Henrietta, and Cactus here in Texas. With that kind of experience, Jeff brings a valuable perspective on where Wichita Falls is today and where it is heading.
A Vision for Wichita Falls
When I asked Jeff about his vision for Wichita Falls, his response showed both ambition and practicality. He broke his focus into three main areas:
Jeff prioritizes expanding primary job opportunities in Wichita Falls, leveraging its strong infrastructure and resources. Collaborating with the Chamber of Commerce, he aims to attract employers and enhance local dining, retail, and entertainment options, reducing the need for residents to leave town for these experiences.
Wichita Falls already offers amenities such as a water park and trails, but Jeff aims to enhance these by creating more options for young professionals and families. He emphasizes the importance of providing “healthy opportunities” to attract the younger generation to move and build their careers in the area.
Redevelopment Projects
Jeff is enthusiastic about redeveloping downtown Wichita Falls, envisioning it as a hub for business, sports, and entertainment. Plans include a new football stadium for Midwestern State University, an amphitheater, a splash pad, and retail spaces. He emphasizes collaboration with the university and the chamber to revitalize the community area.
Opportunities for Growth
Jeff identified growth opportunities in Wichita Falls, emphasizing its strong infrastructure. Reliable water, wastewater, and power systems provide a competitive advantage, making the city appealing for industrial and business investment.
He also pointed to Midwestern State University as a key partner. The university provides a steady pipeline of skilled labor and helps align education with workforce needs.
Entertainment corridors and underutilized spaces also offer opportunities. By revitalizing these areas, Wichita Falls can create exciting destinations that draw both locals and visitors. His answer centered on planning. The city is working under a $45 million Capital Improvement Plan, one of the largest in recent years. Key projects include:
- Road maintenance and upgrades to prevent deterioration.

- Expanding roadway and utility capacity for projects like the Wichita Falls Amazon facility development and new data centers.
- Increased investment in sidewalks and neighborhood connectivity.
